I had a friend wanting advise on what to do with a seat-belt eloper. What I did with my son is pull-over the car and wait for him to decide this was horribly boring. The first time this took 30 minutes, the second time 10 minutes and down to never. If you don't have to time to waste waiting you could try a suggestion I saw elsewhere, which is to fasten the buckle backwards so it is harder for child to reach. However, I do not know if this would interfer with the safety of the car seat.
